DHCP and other configurations

Hello, i need some assistance that I can not fiend something good on Google.

I have an Ubuntu 12.04 running some services that i need
the server have 7 vlans on it and no network manager (i manage the IP addresses manually)
Apache 2/PHP/MySQL
it has some web based services as well and MRTG.


Question one:
My server is not connected to the internet but i need it to work as an NTP server - how do you install an NTP service or ntp daemon on ubuntu, I need it to be the focal point for all the PC's on my network as there NTP.

Question tow: (the more complex one).
each of my Vlans has a network behind it, now i need to manage the IP addresses of those networks and to make my life easy i need a DHCP server, the problem is that i need the DHCP server to listen to each Vlan and give IP addresses in that network with static leases per network per Vlan, so how do i go about doing that?

Question three:
I want to monitor the Ubuntu (CPU, memory, user access and NIC's and so on) with MRTG - but i can't get the SNMP to monitor the "localhost"- how do i do that?
