Convert Video to 480x480?

I received a four part video, where three of the parts have a resolution of 480x480, but on part is 512x384. I'd like to join them into one file, but I can't do that unless they are all the same size.

Tried Avidemux, but while it offers to resize a video, it doesn't seem to be flexible enough to make all four segments the same size. Tried Ffmpeg, but it seems to ignore the -s option.

How can I get all four pieces to a common size?

mencoder -ovc lavc -vf scale=480:480 -lavcopts vcodec=mpeg4:vqscale=3:vhq:v4mv:trell -oac mp3lame -lameopts cbr=128 -o here_new_file_name.avi here_old_file_name.xxx
