How to Remove Shutdown/Restart From Login Screen?

Hi all, I've been banging my head against the wall about this. I've got a server running Ubuntu 10.10 and I am trying to remove the system menu on the lower right corner of the login screen. I do not want anyone to be able to shutdown/restart the computer from the login screen.

Does anyone know how to do this? I've tried

gksudo -u gdm dbus-launch gconf-editor
and checking the box for /apps/gdm/simple-greeter/disable_restart_buttons, but it doesn't do anything even after rebooting.

I've also tried putting the following in the /etc/gdm/custom.conf file:

ShutdownCommand=

And lastly, I've tried everything I could find in this thread on UbuntuForums (as well as a couple other threads I found on there).

Any ideas? I'm stumped.
